Emergency Plumber for Reston Homes: Clusters, Associations and Who Approves the Work
Reston homes sit in clusters, towers and detached lots, and the association may own the pipe or review the work. This page helps you sort out who to call first.

Reston is a mix of clusters, towers and detached houses
The 2019-2023 survey counts 30,274 housing units in Reston. Of those, 30.5 percent are attached, 20.3 percent are detached and 46.4 percent are in buildings of five or more units. About 61 percent of homes are owner-occupied and 39 percent are rented.
No single rule fits all of that. The first question is whether the leak is inside your own unit, in a shared wall or in an area the cluster maintains.
| Location of the leak | Typically owned by | Who to tell first |
|---|---|---|
| Fixture or heater inside your home | You, or your landlord if you rent | A plumber, after telling management |
| Pipe in a shared wall or riser | Often the cluster or building association | The association or manager |
| Pipe in cluster common area | The cluster association | The association |
| Rental home leak | Landlord | Landlord or property manager |
Your governing documents or lease decide the answer. The table is only a starting point.
Association approvals: ask before the work, not after
The Reston Association's Design Guidelines say exterior modifications need Design Review Board approval, and that cluster associations own and maintain cluster common area. The document does not say whether plumbing repairs are exempt.
Interior fixture work usually involves no review. Anything touching an exterior wall, a yard line or common area is where to ask first. An emergency stop is different: close the water, then call.
- Is the pipe inside your unit or in common area?
- Does the work change anything visible from outside?
- Does your cluster have an after-hours contact?
- Is there a written approval you should keep?

A backup in Reston: the county first, then a plumber
If the main may be involved, the county asks for a call to 703-323-1211 first, day or night. One backed-up fixture is a plumber's job.
County Code 65-6-1 makes the owner responsible for the lateral. In a cluster the association may own a shared one, so check first.
The county's Piney Run at Lamplighter Way project protects sanitary sewer lines on Reston Association property, with completion by March 31, 2027. A recurring backup may call for repairing a lateral without opening the yard. Call 811 before any digging.
Reston on the map: Reston Parkway, Baron Cameron Avenue and ZIP 20191
Reston is about 8 miles from Potomac. The Census Bureau puts about 50 percent of its land in ZIP 20191, 28 percent in 20190 and 16 percent in 20194. We check each address.
Renting in Reston: tell the landlord first
Roughly 39 percent of Reston homes are rentals. Renters should start with the lease.
Send the manager a dated message with photos, and close the shutoff if water spreads. An unapproved plumber visit may land the bill on you.
- Which number handles after-hours repairs?
- Is the report on paper or email too?
- Is your contents insurance current?
- Did the manager approve, and who pays?
Reston buildings of five or more units: how leaks travel
Almost half of Reston's units, 46.4 percent, sit in buildings of five or more units. In those buildings a leak seldom stays put. Water travels along risers, down wall cavities and across ceilings into neighbors' homes.
Locate your unit shutoff before you need it. Learn whether the building has a valve on each riser and who holds the key. Ask the manager how emergencies reach the engineer after hours.
- Where is your unit shutoff, and does it turn?
- Does the building have riser valves, and who can close them?
- Which neighbors share your wall or ceiling?
- Who documents damage that crosses a unit line?
Water that reaches a neighbor becomes a claim as well as a repair. Photos taken before drying begins help both sides.
Gas or electric: nearly an even split
Electricity heats 49.0 percent of Reston homes and gas 48.3 percent. Furnace fuel is not always the tank's fuel, so check its label.
Replacing a gas water heater in the county needs a permit, like-for-like or not, and the county strongly recommends a contractor pull it. Land Development Services is at 703-222-0801. County pages do not say whether an electric swap needs one, so ask. Smell gas? Leave and dial 844-927-4427 for Washington Gas.
Start with what a failing tank is telling you. If a gas appliance is part of the job, gas line questions explains who is responsible for what.
Older Reston homes: 42 percent predate 1980
About 42.5 percent of Reston homes were built before 1980. In a community planned in the 1960s, that includes many of the original townhouses and apartments.
Age is a reason to look, not a verdict. Hardness runs 5 to 10 grains per gallon by Fairfax Water's figures, so expect scale. Ask the plumber what was found before agreeing to larger work.
- What are the supply pipes made of?
- How many leaks has the unit had?
- Is the problem one fixture or several?
- Who owns the pipe that failed?
A small fixture repair, such as a leaking kitchen faucet, is usually your own. The county's frost depth is 24 inches, so outside lines belong below that.
